Understandable, but IMO, it was still stupid for him not to actually show up in a post credits scene or something.

They just didnt have the right actor at the time lioe they do now and it wouldnt have made sense then and im sure people probably would of forgotten it since 2013 all the way to 2021

I have never even heard of this guy, LOL. That's a good thing though. In addition, I had no idea the Mandarin was one of his enemies.

Really?  You never heard Shang-Chi?  That's interesting.

The Mandarin is really one of Iron Man's villains.  He was recently killed by the Punisher not too long ago.

Shang-Chi first appeared in Special Marvel Edition Vol. 1 #15 in December, 1973.

Check out his wiki in the Marvel Comics Database if your interested:

AND HIS ACTUAL LOOK TOO

Dude, I'm surprised they kept his look from the Incredible Hulk film.

As a matter of fact, I'm glad they kept it because I like it better than his comic book look.  Plus, I'm also happy that kept Tim Roth as the character as the character because IMO he did a very good job portraying the character in the Incredible Hulk movie.
